Cant download or Print

I am trying to download my pdf to my desktop computer. Also looking to print but cant seem to find an option to do this. Do i need to pay or something ?

Title says it all. Support topics point to a menu option under the three dots hover option on any doc. The "download" feature simply isn't there. I went through all the trouble of editing the doc and now I cannot access it locally in order to finish an application
